Business initiative grant program to employ young freelancers aged 18 to 29 with a focus on women

Promoting the employment of 2,900 unemployed people aged 18 to 29 with an emphasis on women, by supporting them to create new businesses. The action will be implemented in cycles in case the beneficiaries of the first cycle fall short of the number of 2,900. The second cycle will be announced after 6 months from the deadline for submission of funding applications of the first cycle.

Action Budget

THE budget of Action is 43,400,000 euros.

The Action is co-financed by the Greek State and the European Social Fund/Youth Employment Initiative within the framework of the E.P. Human Resource Development, Education and Lifelong Learning 2014-2020" (OP ANAD_EDBM).

Beneficiaries of the Action

"Potential beneficiaries"-beneficiaries of the action are defined as the unemployed registered in the OAED register, who are not in education, employment or training, aged 18-29, who submit a funding application, which includes a proposal of their business plan.

"Beneficiaries" of the action are defined as the legal entities (Businesses), which receive the aid following the approval of the funding application and their inclusion in the action.

Subsidy

The flat-rate aid amount for new businesses/beneficiaries of the action amounts to €14,800 and is paid in three installments as follows:

  • 1st installment of 4,000 euros, after the start of activity at the DOU and in any case after the issuance of the decision to integrate the proposal (Milestone A).
  • 2nd installment of 5,400 euros, after the end of the 1st semester from the start of the business, after verification of the operation for a period of 6 months (Milestone B).
  • 3rd installment of 5,400 euros, after the end of the second semester from the start of the business, after verification of the operation for a period of 6 months (Milestone C).

Basic Conditions of Participation

The potential beneficiaries, when submitting the online funding application to the action, must cumulatively fulfill the following conditions:

  1. Be unemployed registered in the OAED register, aged 18 to 29.
  2. To have the status of unemployed, to be out of education, employment or training and to meet the age criterion at the time of the funding application and at the date before the start of activity at the DOU. The verification of the status of the registered unemployed outside of education, employment or training, aged 18-29 (points a. and b.), is carried out: a) during the evaluation with a reference/control point on the date of submission of a funding application to the PSKE and b) before the start of the action, i.e. one day before the start of activity at the DOU.
  3. To have benefited from the process of personalized intervention.
  4. They must be Greek citizens or citizens of another EU state or expatriates who have the right to reside and work in our country or citizens of third countries who have a valid residence permit at least for the duration of the action.
  5. Male candidates must have fulfilled or been legally released from their military obligations. Potential beneficiaries attach electronically – when applying for funding (investment proposal) – the certificate of military status. Nationals or citizens of EU countries provide a responsible declaration that they have no obligation to fulfill their military obligations, without requiring the presentation of a relevant certificate from the country of origin.
  6. To operate legally within the Greek territory.
  7. The start of activity at DOU takes place after the date of submission of the funding application, under the conditions of points a. and b. of this paragraph and at the latest within 60 days from the date of notification of the positive evaluation (approval) of their proposal, according to the list of approved applications (initial and supplementary). An extension of 30 days may be granted after a request to extend the 60-day period on behalf of the potential beneficiary and after a relevant decision of the Head of KPA2.
  8. Each potential beneficiary submits a single funding application (either individually or as a member of a legal person/legal entity).
  9. The potential beneficiaries join the action either as individual entrepreneurs, or as members of legal entities, with one of the following legal forms:
    • General partnerships OE)
    • General Partners of Limited Partnerships (LE)
    • Limited Liability Company (LLC)
    • Private Capital Company (P.E.C.)
    • Workers' cooperative of article 24 of Chapter E of Law 4430/2016 (A' 32).

The potential beneficiaries of the above-mentioned legal entities are the partners – members who manage corporate affairs based on either the institutional framework, the articles of association, or the decision of the General Meeting of partners, hold 51% of the corporate share and are the legal representatives of the business, except for employee cooperatives where the provisions of Law 4430/2016 (A' 32) apply. The above applies throughout the duration of the program. The legal representative of the beneficiary determines the Project Manager, who has the general supervision of the project. His responsibilities include the responsibility of the financial and administrative support of the project, the obligation to collect the supporting documents for the implementation of the investment plan, as well as the observance of all the documents related to the project. Finally, the Project Manager is responsible for the company's communication with the OAED.

Duration - aid amount

The duration of the grant is set at twelve (12) months. The period of 12 months applies from the date of commencement of business activity in the DOU
