Working Capital Subsidy to Focus Businesses for Raw Material Supply - Focus Restart

The Action aims at subsidizing SMEs and Large Enterprises in the catering industry to support them after restarting their operations, under the regime of the COVID-19 pandemic, with the supply of raw materials necessary for their operation.

Action Budget

THE budget of the Action is 330,000,000 euros which are divided into 280 million euros for Small and Medium Enterprises and 50 million euros for Large Enterprises.

The Action is co-financed by the European Regional Development Fund (ERDF) of the European Union and by national resources.

Applications and Subsidy

They are subsidized applications up to 100,000 euros to each company with a separate VAT number as a total non-refundable grant in the form of working capital that may amount to a maximum of 7% of the annual turnover of the year 2019. In companies that have started operations within 2019 or within 2020 the refundable advance payment is calculated on the reduced turnover of the year of commencement of operations (2019 or 2020).

Beneficiaries of the Action

Beneficiaries of the Action are catering businesses, regardless of their legal form, which are active in at least one of the following KAD:

56.10: Restaurant and mobile catering service activities
56.21: Event catering activities
56.29.20: Other catering services
56.30: Beverage supply activities

Basic Conditions of Participation

Businesses should, among other things, satisfy the following conditions:

To have started work by 12.2020
Have as their main activity code or the activity code with the highest income one of the eligible KAD of Chapter 6: "ELIGIBLE FIELDS OF ACTIVITY". For businesses starting operations before 01.01.2020, the audit is carried out based on the KAD with the largest revenue, as indicated in the relevant Field of Form E3 (Statement of financial data from business activity) of the tax year 2019 submitted in the year 2020. For businesses with the start of work within 2020, the control is based on the main activity KAD
To keep simple or double written books of Law 4308/2014
To be obliged to submit VAT Returns
Show a 30% percentage reduction in 2020 turnover, at least compared to 2019 turnover

The potential recipient of the aid submits a Funding Application per VAT number, for all catering facilities it has. Businesses that have entered into franchise agreements, in the capacity of franchisor or franchisee, declare this fact in the funding application and are checked during the verification stage as to whether they are related businesses, in order to determine the aid which are counted to control the accumulation.

Subsidized Expenses

Business expenditure on the supply of raw materials is eligible from 1 April 2021 onwards.

The working capital advance paid for the supply of raw materials should have been used up from the date of start of expenditure eligibility by 31.12.2021. Subsidy Up to 100.000€. Each business with a separate VAT number will be awarded a total non-refundable grant in the form of Working Capital which may amount to a maximum of 7% of the annual turnover of the year 2019. Businesses that have started operations within 2019 or within 2020 are given a total non-refundable aid in the form of Working Capital which may amount to a maximum of 7% of the reduced turnover of the year of operation start (2019 or 2020). The reduced turnover of the year of operation (2019 or 2020) is calculated as the total turnover of the year (2019 or 2020) times the number of days of operation of the year (2019 or 2020) times 365 or 366 respectively.
