“Support for the Self-Employment of Higher Education Graduates”
The programme aims to support higher education graduates who are unemployed, employed and self-employed, to start/support a professional activity related to their field of study in independent professional premises. The programme aims to strengthen graduates' self-employment and create new jobs.
Action Budget
The action of cycle B is funded with a total amount of €80 million (Public Expenditure) and is allocated by group of Regions and by category of Beneficiaries A) New Businesses (60%) and B) Existing Businesses (40%).
Beneficiaries of the action are:
University/TEI graduates or of an equivalent school in Greece or abroad (recognised by DOATAP), or holders of recognition of professional qualifications from SAEI or SAEP. Also, degrees from Drama and Dance Schools recognised by the Ministry of Culture as higher education, and graduates of music schools recognised by the State (the first degree must have been obtained after 1 January 1995).
Who can take part:
- Beneficiary Category A: Unemployed people, registered in the OAED unemployment registers, employees (full-time, part-time or seasonal), existing entrepreneurs who will set up a new company with unemployed people or employees.
- Beneficiary Category B: Existing sole traders (self-employed) already carrying out a professional activity related to their field (qualification), as well as partnerships between them.
Subsidised for: creating, organising, supporting and running a new or existing business related to their studies.
Subsidy: €5,000 up to €25,000 for a single beneficiary with a sole proprietorship, up to €40,000 for two-person partnerships, up to €50,000 for partnerships of three or more people.
100% of eligible expenses is funded.
Main conditions for participation:
- Income criteria
For applicants applying as unemployed people or employees, the following apply:
- For category A, the the average of the income subject to the solidarity contribution for the tax years 2015, 2014 & 2013 must not exceed, depending on their family situation in tax year 2015, €22,000 for individual income or €35,000 for family income.
- For category B, the above applies and, in addition, the the average of total gross revenue from business activity for the years 2015, 2014 & 2013 must not exceed €40,000.
- Subsidies from previous programmes
The applicant must not have been included in co-funded programmes as a sole trader/self-employed person or as a partner in a subsidised company since 1/1/2013, except for training programmes.
III. They must not participate as a partner/shareholder in other businesses of any legal form since 1/1/2015, except for holding shares in companies listed on the Stock Exchange.
- They must not also be sole traders at the time of submitting the funding application, and must not have ceased their business activity (as sole traders) between 1 January 2017 and the date the funding application is submitted.
3 cycles of online submission
Online submission starts on 5 July 2017. Online submission can be made in 3 different periods, as follows:
- 1st submission period: Start 5.7.2017 – End 9.8.2017
- 2nd submission period: Start 6.9.2017 – End 11.10.2017
- 3rd submission period: Start 8.11.2017 – End 13.12.2017
Points to Note
I. Funding applications are submitted ONLY online via the website: www.ependyseis.gr.
II. Expenses are eligible from the date the Decision on the Provisional List of Potential Beneficiaries is issued, up to 24 months from the date of their inclusion.
III. Each potential beneficiary may apply in only one submission period. Potential beneficiaries included in the provisional list of potential beneficiaries under cycle A of the Action are not entitled to apply.

Useful information
The official call for the Programme “Support for the Self-Employment of Higher Education Graduates” has been issued under the Operational Programme Competitiveness – Entrepreneurship – Innovation (EPAnEK) of NSRF (ESPA) 2014-2020.
According to the pre-announcement, the programme will support higher education graduates born before 1 January 1991 to start/support a professional activity related to their field of study and to set up independent professional premises. The investment proposals submitted will have a subsidised budget of €5,000 to €25,000, and the aid rate is set at 100%.
