What the certificate is
Anyone who uses pesticides professionally needs a valid Certificate of Knowledge of Rational Use of Agricultural Chemicals — including to buy them legally. The obligation has applied since 26 November 2015 (Law 4036/2012); today the framework is set by Joint Ministerial Decision 9269/246316/2020.

You take the exams again before it expires; when you pass, it is renewed for another 7 years.
I am an agronomist. Do I need a certificate?
No — an agricultural school degree counts as a certificate of unlimited validity.
