KEK KEPETH, which has operated continuously since 1991 delivering Lifelong Learning Programmes, is organising, in cooperation with KEK MASTER, a series of seminars on the training of port facility security staff.

Ports are an essential link in the entire transport chain. Recognising the risk, in December 2002 the International Maritime Organization (IMO) amended the International Convention for the Safety of Life at Sea (SOLAS Convention – Safety Of Life at Sea) and adopted the international code for the security of ships and port facilities (ISPS Code – International ships and ports security).

The security planning followed includes, in principle, the Security Assessment where the vulnerability of critical functions, infrastructures and equipment and the consequences of an illegal action against them are examined, in order to select appropriate mitigation strategies.

Training of Port Facility Security Officers and their deputies:

According to the National Legislation, in order to take on the duties of a MAS and deputy MAS in a port facility, one must have, in addition to the required knowledge of the ISPS Code, a higher education degree and experience in the field of security of commercial port facilities or merchant ships. The training program is based on the relevant guidelines of the IMO and the provisions of our national legislation in which the persons who will be called to work as MAS and deputy MAS in a port facility should have all the required knowledge as described in Chap. 18.1 of Part B of the ISPS Code to perform the duties and responsibilities provided for in the provisions of Chapter 17.2 of Part A of the ISPS Code.

Educational Program Topics:

  • National legislation
  • International Maritime Organization (IMO) & ISPS Code
  • Regulation 725/2004 EC
  • Port Facility Security Plan
  • Port Facility Security Assessment (Risk Assessment)
  • Identifying potential threats to assets and infrastructure and the likelihood of them occurring in order to establish and prioritize security measures.
  • Identify, select and prioritize countermeasures and procedural changes and their degree of effectiveness in reducing vulnerability.
  • Directive 2005/65EC
