Support for small and very small businesses affected by COVID-19 in Thessaly – Applications until 30/10/2020

Support of small and very small businesses in the Region of Thessaly affected by the pandemic in the form of a non-refundable grant. The primary objective of the action is to provide targeted, public support in order to ensure that there will be sufficient liquidity in the market to deal with the effects of the COVID-19 disease.

The non-refundable grant covers working capital equal to 50% of the company's expenses in 2019, with a minimum grant amount of €5,000 and a maximum of €50,000. The amounts on which the above percentage will be calculated (50%) result from the sum:

    • consumer goods markets
    • of the purchases of raw materials and consumables
    • of all costs for service provision
  • of the total rents paid for use by the business
  • of all employee benefits (except those employed in agricultural organic activities)
  • miscellaneous operating expenses.

Specifically, the calculation of the corresponding working capital (public financing) results from the sum of the following declared amounts of the fields of the previous year's E3 form (use 2019): 102, 202, 181, 281, 481, 185, 285, 485 multiplied by 50% .

Please note that only applications are accepted from businesses that:

  • Have submitted the income tax return for the year 2019 by the date of publication of the Invitation 
  • They will fill in the amounts of the above-mentioned fields with the data of the income tax return (tax form E3 for the year 2019) that has been submitted by the date of publication of the invitation.

In the event that an E3 amending declaration has been submitted after the publication of the Invitation, both must be submitted to verify that the amounts of the above-mentioned fields of the latest timely declaration have been used.

It is clarified that, in cases where the business is active both inside and outside the Region of Thessaly, the beneficiary must provide a Responsible Declaration of N1599/86, deemed to be a genuine signature, in which he will state the expenses incurred for the operation establishment/branch in the Region of Thessaly in order to calculate the amount of working capital on this amount. In any case, the ratio cannot be greater than that dictated by the number of employees cumulatively employed inside and outside Thessaly, which will be confirmed during the evaluation.

Target Audience

Very small and small businesses operating legally in Thessaly.

Submission period

Applications are submitted online from October 13 at 1 p.m. until October 30 at 3 p.m., without extension.

Conditions of participation

The basic conditions for the participation of businesses that submit a proposal are the following:

  1. To be active in the Region of Thessaly.
  2. They must have started before 1/1/2019.
  3. Have as their main activity code or activity with the highest income one of the eligible ones CAD and in which to be active continuously at least from 31/1/2020 and until the day of submission of the proposal.
  4. Be a very small or small business.
  5. During 2019 they employed less than 50 workers in EME.
  6. The sum of the expenses arising from the following categories must be equal to or greater than €10,000:
    • consumer goods markets
    • of the purchases of raw materials and consumables
    • of all costs for service provision
    • of the total rents paid for use by the business
    • of all employee benefits (except those employed in agricultural organic activities)
    • miscellaneous operating expenses.
  1. To keep simple or double written books of Law 4308/2014.
  2. To operate exclusively with one of the following corporate/commercial forms of business: Limited Company,
    Limited Liability Company, Limited Partnership, Limited Partnership, IKE, Sole Proprietorship, NEPA, Social Cooperative Enterprise of Law 4430/2016 as applicable, Cooperative Law Firm of article 49 et seq. of Law 4194/2013, Civil Law Society
  3. That there are no grounds for exclusion of paragraph 1 of article 40 of Law 4488/2017 (Α΄137).
  4. That they were not problematic on December 31, 2019.
  5. By way of derogation, aid may be granted to very small or small enterprises that were already in trouble on 31
    December 2019 provided that they are not subject to collective insolvency proceedings under national law and have not received rescue aid (or if they have received rescue aid they have repaid the loan or terminated the guarantee agreement when the aid was granted under this call) or restructuring aid (or have received restructuring aid but are no longer subject to a restructuring plan when the aid is granted under this call).
  6. As long as they are active in the processing and marketing of agricultural products, they must undertake not to pass on the aid received in part or in whole to primary producers and for the obligation that said aid cannot be determined on the basis of the price or quantity of the products that purchased by primary producers or placed on the market by the undertakings concerned.
  7. That no recovery order for previous illegal and incompatible state aid based on an EU or CJEU decision is pending against them.
  8. The total amount of public funding that the beneficiary company will receive from the specific action, accumulated with any other support that it will have received by virtue of no. 19-3-2020/C(2020) 1863 of Notice, and which may have been granted in the form of direct grants, tax advantages and payment advantages or other forms such as refundable advances, guarantees, loans and equity, provided that it cannot in total nominal value to exceed the total upper limit of 800,000 euros. All figures used are gross, ie before taxes or other charges are deducted.

They are not eligible to apply for funding:

  • financial institutions, offshore companies, Legal Entities under Public Law, public enterprises, public bodies or public organizations and/or their subsidiaries, as well as enterprises assimilated to them
  • the companies that are part of an already organized uniform network of distribution of products or provision of services and which exploit, following relevant contracts, licenses to exploit intellectual property rights, which usually concern trademarks or distinctive titles and know-how for the use and distribution of goods or services (e.g. .franchising, Shop in shop, agency network, etc.)

What is funded

Non-refundable grant covering working capital equal to 50% of the company's expenses in 2019, with a minimum grant amount of €5,000 and a maximum of €50,000. The paid-up working capital must be used up within 2021.
