Entrepreneurship Toolkit: Trade - Focus - Education

The Action "Entrepreneurship Toolkit: Trade - Focus - Education" aims to strengthen existing small and micro-enterprises that are active:

– in retail trade
– in the provision of catering services
– the provision of private education-social care services

in order to upgrade the level of their business organization and operation.

Action Budget

60 million euros for all regions of the country

The Action is co-financed by the European Regional Development Fund (ERDF) of the European Union and by national resources.

Beneficiaries of the Action

Small and very small businesses

Investment Plans & Subsidy

Investment Plans from 10,000 euros up to 150,000 euros
Subsidy 50%

Basic Conditions of Participation

Businesses must cumulatively satisfy the following conditions:

  • to have the status of Small and Very Small Enterprises
  • to have closed at least three (3) twelve-month management years
  • to have at least one eligible KAD of Annex III "ELIGIBLE ACTIVITIES (KAD)", as an active main or secondary activity, throughout these three (3) management years
  • have, in the year preceding the electronic submission of the funding proposal, at least:
    • 1 annual labor unit (ALU) for the retail sector,
    • 2 SMEs for the catering industry and
    • 5 EME for the education-social care sector.


Subsidized Expenses

  • Buildings, Facilities and Surrounding Space up to 100% of the investment plan
    Interventions for:

    • energy saving
    • health and safety upgrade
    • handicap accessibility facility
  • Machinery-Equipment up to 100% of the investment plan
    Supply and installation of equipment for:

    • energy saving
    • upgrading of hygiene and safety in the premises of the company
    • Supply and installation of ICT equipment
  • Means of transport
    • up to 25,000 euros and up to 30% of the investment plan for retail businesses
    • to 100% for education-social care enterprises
  • Digital Projection
  • Certification of services and/or procedures
  • Employee salary costs (new staff)
  • Costs of Studies/Training/Monitoring of the investment plan.

The date of publication of the invitation is defined as the date of start of expenditure eligibility.


Time of Implementation of Investment Plans

Until twenty-four (24) months from the date of issuance of the Incorporation Decision.

Businesses should implement the 30% of the approved subsidized investment budget, in the first twelve (12) months from the date of issuance of the Incorporation Decision.

Start Submissions: February 27, 2019

Deadline for Submissions: 09 May 2019
