The Action concerns the aid SMALL and VERY SMALL businesses operating in Thessaly (head office or branch) when submitting the application to participate in this action and have started no later than 31-12-2020, are of any legal form including freelancers, self-employed and business owners, have been affected by the Covid-19 pandemic and have a reduction in turnover as defined in the Invitation, have a main activity KAD or an activity KAD with the largest revenue included in the KAD of Annex I of the Invitation and meet all the requirements of the Detailed Invitation to be issued.
Participating companies are under penalty of exclusion not must have joined "ANASA I" (previous Invitation of the PEP.TH for working capital support due to covid-19 with ADA: ΨΝΒ9Π7ΛΠ-BLO). Under penalty of disqualification, a single proposal is submitted per A.F.M.
Specifically, the calculation of the corresponding working capital (public financing) results from the sum of the following declared amounts of the fields of the previous year's E3 form (use 2019): 102, 202, 181, 281, 481, 185, 285, 485 multiplied by 50% .
Please note that only applications are accepted from businesses that:
- Have submitted the income tax return for the year 2019 by the date of publication of the Invitation
- They will fill in the amounts of the above-mentioned fields with the data of the income tax return (tax form E3 for the year 2019) that has been submitted by the date of publication of the invitation.
In the event that an E3 amending declaration has been submitted after the publication of the Invitation, both must be submitted to verify that the amounts of the above-mentioned fields of the latest timely declaration have been used.
It is clarified that, in cases where the business is active both inside and outside the Region of Thessaly, the beneficiary must provide a Responsible Declaration of N1599/86, deemed to be a genuine signature, in which he will state the expenses incurred for the operation establishment/branch in the Region of Thessaly in order to calculate the amount of working capital on this amount. In any case, the ratio cannot be greater than that dictated by the number of employees cumulatively employed inside and outside Thessaly, which will be confirmed during the evaluation.
Target Audience
Very small and small businesses operating legally in Thessaly.
Submission period
The start and end dates for submission of proposals will be determined through the INVITATION to be issued in the near future. Potential beneficiaries will be able to submit an electronic funding application accompanied by an electronic application file in the State Aid Information System (PSKE) www.ependyseis.gr/mis . The implementation of the Action is carried out by the Special Management Service of E.P. Region of Thessaly and by E.F.E.P.A.E./A.E.D.E.P.
Conditions of participation
- "Existing" businesses : defined are those that have been established and have acquired an eligible KAD up to 31/12/2019. They must have a decrease of at least 20% in their turnover in the year 2020 compared to the year 2019 or, if activated after the 1st quarter of 2019, have a decrease of at least 20% as m.o. for the quarters of 2020 against their respective operating quarters in 2019,
- "Start-up" businesses : those that have been set up and have obtained an eligible KAD from 1/1/2020 to 31-12-2020 are defined. The decrease in their turnover is taken as 100%.
The evaluation of the proposals is planned to be done through a process benchmarking with a unique grading criterion Work Cycle Reduction (turnover) business according to what is included in the Invitation to be issued and which in summary are:
For an "Existing" business, the Reduction in Turnover, compulsorily and with a penalty of exclusion of more than 20% in their turnover in the year 2020 compared to the year 2019, is graded as follows:

The decrease in Turnover is obtained as a % percentage from the formula: "((2019 Turnover minus 2020 Turnover) / to 2019 Turnover)" or "(2019 operating quarter Turnover minus 2020 corresponding quarter Turnover) / to Turnover operating quarters 2019".
In all cases, the resulting percentage reduction is rounded to the second decimal place.
For "Newly established business", it is defined as a decrease in turnover value 100%.
Public funding covers Working Capital up to 100% of the company's expenses in 2020, with a minimum grant amount of €2,000.00 and a maximum of €7,000.00, depending on the decrease in turnover and as provided for in the Call. Specifically, the calculation of public funding is obtained in relation to the sum of the following declared amounts of the fields of the E3 tax year 2020 form: 102, 202, 181, 281, 481,185, 285, 485.
In the event that an amending E3 declaration is submitted after the publication of this Pre-publication, the audit will be carried out with the last finalized E3 declaration until the issuance of this one.
The amount of public subsidy is defined as follows:
– For "Newly established" businesses, the amount is set at €2,000 without setting a limit against their expenses in 2020,
– For "Existing" businesses, the amount is defined as follows:

provided for "Existing" Enterprises that the amount of the public grant for working capital under this Action, not exceeds 100 % of the company's expenses in 2020. If the amount of the company's expenses in 2020 falls short of the above stipulated grant amount, the eligible amount to receive is up to 100 % of the company's expenses in 2020 and with a minimum grant amount of €2,000.
The amount of the public grant must be demonstrably converted into Working Capital in the year 2022, without any overlap of the same expenses from any other public grant, otherwise the amount of the public grant is attributed to the enterprise that received it and is sought as unduly paid in full.
The companies that receive the highest score and fully meet the conditions of the Invitation are included, until the exhaustion of its available PCs.
They are not eligible to apply for funding:
- Financial organizations (except insurance sector companies),
- Legal Entities under Public Law, public enterprises, public bodies or public organizations and/or their subsidiaries, as well as enterprises assimilated to them.
- Offshore businesses.
- Retail stores operating under cooperative agreements of all shops-in-a-shop retail stores located in outlet stores, shopping centers or discount villages, including supermarkets and pharmacies , and do NOT have an independent entrance for consumers.
- Enterprises publishing primary (branded) digital content, which are NOT registered in the Register of Electronic Media Enterprises (Online Media Register) maintained at the General Secretariat of Communication and Information, NOR have they submitted a relevant application for registration and joined it upon approval by the competent committee of GEE.
Budget
The total Public Expenditure of the Invitation amounts to 23.500.000€, co-financed by the European Regional Development Fund (ERDF). Included in this amount are resources from the Sustainable Urban Development Strategies (SUDs) of Volos (€1.5 million), Karditsa (€1.0 million) and Trikala (€1.0 million) which are available exclusively for businesses that join in these areas.
