Community service program 2020 for 36,500 positions
The new OAED community service program offers work 8 months duration to unemployed persons registered in the OAED registers who have completed at least secondary compulsory education. The action aims to strengthen/promote the employment of the unemployed, with an emphasis, mainly, on vulnerable population groups, which face a high risk of exclusion, and is co-financed by the NSRF and the Labor Force Employment Organization (OAED).
The action includes:
a) Placement in a specific employment position for 8 months in Municipalities, Regions, Social Welfare Centers.
b) An individual career counseling session in order to take into account the needs and wishes of the beneficiaries.
c) Theoretical training program of 150 hours, which will lead to the certification of the knowledge and skills acquired within the training program.
Participation right
The right to submit electronic applications to participate in the process of drawing up the list of unemployed persons for the promotion of employment, through programs of a public interest nature, has the right to submit only the unemployed registered in the unemployment registers of the OAED who belong to at least one of the following categories:
- Registered unemployed in the OAED unemployment registers, members of families in which no one works and their spouses are registered unemployed in the OAED unemployment registers.
- Registered unemployed in the OAED unemployment registers, members of single-parent families in which no one works.
- Registered long-term unemployed in the OAED unemployment registers.
- Unemployed university and technology graduates, registered in the unemployment registers of the OAED, to fill positions, based on their formal qualifications.
- Registered unemployed in the unemployment registers of the OAED over 29 years old.
- Registered in the registers of unemployed disabled persons of the OAED.
- Registered unemployed in the unemployment registers of the OAED, beneficiaries of Social Solidarity Income (KEA).
Criteria
The selection of employees is likely to be based on nine specific criteria:
- Period of continuous registered unemployment of a beneficiary, with a maximum limit of 60 months, which is doubled for unemployed heads of single-parent families.
- Period of continuous registered unemployment of the spouse of the unemployed in the above category, with a maximum limit of 60 months.
- Beneficiary's disability at a rate of 50% and above.
- Annual income of tax year 2018, individual or family.
- Age.
- Number of minor children.
- Parent of protected or protected disabled children, minors or even adults, with a disability rate of 67% and above.
- Beneficiaries of the Social Solidarity Allowance (KEA).
- Beneficiaries who had not been assigned to completed or ongoing "promotion of employment, through programs of public interest" actions of the NSRF 2014-2020 programming period: No 2/2015, 4/2015, 5/2015, 3/2016, 4/2016, 6/2016, 7/2016, 10/2016, 1/2017, 8/2017
Excluded are participants in 2017, 2018 and 2019 community benefit programs
Submission of applications
Potential beneficiaries submit an application for participation exclusively electronically and choose a single placement specialty from those mentioned in the relevant list of Annex I of Public Call 4/2020 and from one to three supervising bodies and/or placement services.
The submission of applications by interested unemployed persons is done with the TAXISnet access codes or the access codes of certified OAED users, through the Single Digital Portal of the Greek State gov.gr.
The application process will close on Monday, July 6, 2020 at 11:00 AM.

Object of the action
It consists of the provision of horizontal and specialized skills training programs and the certification of the knowledge and skills that will be acquired by the beneficiary participants in the Public Benefit Program in Municipalities, Regions, Regional Social Welfare Centers (KPPP)/ related bodies, Services of Ministries and other bodies, PUBLIC INVITATION No. 4/2020, who have been placed in employment positions.
Purpose of the action
Strengthening and upgrading the qualifications and skills of the participants through combined training and certification actions and facilitating their integration/re-integration into the labor market.
The program includes:
- Theoretical training program lasting 120 hours
- Certification of the knowledge and skills to be acquired within the program.

- Basic ICT Skills (Level 2)
- Basic ICT Skills (Level 3)
- Organization & Operation of Public Services, Organizations & Businesses
- Horizontal Foreign Language Skills in the Workplace (English)
- Disaster and Crisis Management
- First aid
- Environmental Protection and Product Recycling
- Digital Social Networking Skills with applications in the workplace (Social Media)
- Specialized skills

- Introduction to Digital Educational Tools
- Operation of Machine Tools
- Greenscaping / Maintenance Services
- Social Care Executive (Pain management – psychological support – aged care skills)

- Risk and Crisis Management (natural, biological and technological) in Local Government Organizations
Participation right
The beneficiaries of the Action have the right to participate in the training.
Beneficiaries up to the age of 54 will be obliged to attend the training, while for those over 55 the attendance is optional.
Start of Training
The start of the training is expected to begin after 15/03/2021 as the application process of Training providers expires on Tuesday, March 02, 2020.
The action will be implemented with the training voucher system.
Invitation-based training is also possible For Life and alternatively from distance, due to the ongoing special circumstances due to the COVID-19 pandemic. (A more specific announcement on this is awaited)
During the training period, the beneficiaries will not go to the Municipalities for Work.
