Business initiative grant program for young freelancers aged 18 to 29 with a focus on the digital economy

Through the action, unemployed people are supported to create new businesses that will immediately adopt advanced digital practices in the whole range of their activities (from the headquarters to the factories and from the warehouse to the distribution of their products or services, as required by of the "4th Industrial Revolution" (Industry 4.0).

Action Budget

THE budget of the Action is 45.000.000€ for all regions of the country.

Applications and Subsidy

The duration of the grant is set at 12 months

The period of 12 months applies from the date of commencement of business activity in the DOU.

​The action is implemented in accordance with No. 5231/18-1-21 Report of EYTHY regarding the documentation of the calculation of a lump sum for the declaration of expenses of the action "Subsidy Program for Business Initiatives Employing Young Freelancers (NEE)", of Operational Program "Human Resource Development, Education and Lifelong Learning", implemented by the Public Employment Service (PYPA) with co-financing from the European Social Fund (ESF), as approved by the EDL.

According to the above Report, the flat rate amount of support for new businesses/beneficiaries of the action amounts to 14.800€ and is paid in three installments as follows:

  • 1st installment of 4,000 euros after the start of activity at the DOU and in any case after the issuance of the Amendment to the Incorporation Decision in accordance with Chapter 8, paragraph 8.5 hereof (Milestone A')
  • 2nd installment of 5,400 euros after the end of the 1st semester from the start of the business after verification of the operation for a period of 6 months (Milestone B')
  • 3rd installment of 5,400 euros after the end of the second semester from the start of the business after verification of operation for a period of 6 months (Milestone C').

Beneficiaries of the Action

Unemployed, who on the date of submission of the online financing application must cumulatively fulfill the following conditions:

  • be unemployed registered in the DYPA register, aged 18 to 29 (be over 29 years of age and turning 30)
  • be out of employment education or training and meet the age criterion at the date of submission of the funding application
  • have completed the personalized approach process and agreed on an individual action plan
  • be Greek citizens or citizens of another EU state or expatriates who have the right to reside and work in our country or citizens of third countries who have a valid residence permit at least for the duration of the program.
  • Male candidates must have fulfilled or been legally released from their military obligations.

Beneficiaries of the action are defined as legal entities (enterprises), which receive the aid following the approval of the funding application and inclusion in the action.

Basic Conditions of Participation

Potential beneficiaries must cumulatively comply with the following conditions:

  • To establish their businesses and operate legally within the Greek territory
  • The start of activity at the DOU takes place after the date of submission of the funding application and no later than within 60 days from the date of the posting of the decision to include actions on the website of the DOU and the notification of the beneficiaries via e-mail. An extension of 30 days may be granted, beyond the 60-day period following the submission of the relevant extension request by the beneficiary and the relevant decision of the Head of the KPA2.
  • Each potential beneficiary submits a single funding application (either individually or as a member of a legal person/legal entity).
  • Potential beneficiaries join the action either as individual entrepreneurs or as members of legal entities, with one of the following legal forms:
    • General partnerships OE)
    • General Partners of Limited Partnerships (LE)
    • Limited Liability Company (LLC)
    • Private Capital Company (P.E.C.)
    • Workers' cooperative of article 24 of Chapter E of Law 4430/2016 (A' 32).

​The potential beneficiaries (who submit the financing application of the above-mentioned legal entities, are the partners – members who manage corporate affairs based on either the institutional framework, the statutes or the decision of the General Assembly of the partners, hold the 51% of of a corporate share and are the legal representatives of the business, except for cooperatives where the provisions of Law 4430/2016 (Α΄05) apply.

The above applies throughout the duration of the program.

The legal representative of the beneficiary determines the Project Manager, who has the general supervision of the project. His responsibilities include the responsibility of the financial and administrative support of the project, the obligation to collect the supporting documents for the implementation of the investment plan, as well as the observance of all the documents related to the project. The Project Manager is responsible for the company's communication with DYPA.

Not included in the action:

  • Professional activities that require the existence of a vacancy (notaries, bailiffs).
  • Professional activities related to the operation of passenger or public use trucks
  • Seasonal turnover businesses, canteens, canteens, kiosks, street businesses, gambling or electronic gambling.
  • Business activities which are part of an already organized uniform network of distribution of products and provision of services and which exploit, in execution of relevant contracts, licenses to exploit intellectual property rights that usually concern trademarks or distinctive titles and know-how for the use and distribution of goods or services (franchising , shop in shop, agency network.
  • Businesses that operate exclusively from 10 pm to 6 am
  • Companies that have a complex scope of activity and one of them is included in the exceptions of this invitation
  • Companies operating in sectors to which Reg. 1407/2013 does not apply as listed in APPENDIX IV of this
  • Businesses that have the same scope of activity as a business that was operated in the same area by another professional within the last six months before the date of commencement of operations of the new business in DOU.
  • Businesses that will be created after a transfer or change of legal form or dissolution or re-operation or creation of a new business or lease by the same partners in the same or another place with the same object of activity
  • For cases vii to ix the potential beneficiary provides a relevant responsible declaration when submitting the application
  • Those who had joined previous actions of Young Freelancers (YEE) of DYPA (former OAED).
  • Co-located businesses.
  • The term co-location means the installation of the business in the same, non-distinct space with another business. It is not a criterion to characterize a business as co-located if it is served (on the basis of a valid contract for its installation in entrepreneurship support structures such as incubators, technology parks, coworking spaces) by a common provision of public utility services and pay utility costs along with other costs directly to the owner-operator of the office or retail space. In this case, to prove the independent professional seat, it is sufficient for the legal contract concluded for its establishment to clearly delimit the area of ​​the professional seat. If co-location of businesses is found, the beneficiary is excluded from the action.
