How to register the unemployed with the OAED - Changes in validity, supporting documents and allowance
The submission of applications for benefits and the electronic notification of the presence of subsidized unemployed persons will be done electronically. In particular, the unemployed should submit a mandatory declaration of attendance via e-mail, which they should send to the Employment Promotion Center (KPA2) belonging to http://www.oaed.gr/pou-aneko.
After finding the KPA they belong to, they should email the KPA2 they belong to the electronic notification of presence, which will include the following specific information:
"Subject: Declaration of presence
Message content: I declare my presence and responsibly declare the conditions for collecting the monthly allowances.

More generally, registration in the OAED Unemployment Register is possible, as long as the conditions defined by the current institutional framework are met and can be carried out:
a) in person at the competent OAED Service of the place of residence either
b) electronically, using internet passwords.
If at any time and any check (electronic or in person) it appears that the trader did not meet the registration conditions, it is revoked, as well as all the administrative acts that have been issued.
The registration in the Register of the Unemployed for the cases of insured persons who meet the conditions of regular subsidy can be carried out at the competent OAED Service of the region of their last employment.
- The unemployment card of non-subsidized registered persons is valid for one quarter
- For the non-subsidized unemployed registered with the OAED, their Unemployment Card is valid for three months from the initial registration or the last renewal thereof.
The three-month validity of the Unemployment Bulletin begins on the day of its issue or of its last renewal and ends on the day of the third month corresponding to the day of its validity and, if there is no corresponding day, on the last day of the month. If the last day of validity of the Unemployment Bulletin is a non-working day, the expiry of the said Bulletin is postponed to the next working day.
The renewal of the Unemployment Certificate is a condition for extending its validity. Renewal is done in store five working days before or after the expected expiration of the Pass in the following ways:
- through the electronic services of the OAED, using passwords
- through KEP, through a corresponding electronic application
The unemployment card of registered non-subsidized Persons with Disabilities (PWDs) remains valid throughout the period of validity of the disability certificate and for an additional three months after its expiry.
The process of renewing the unemployment card is a self-righteous declaration of the continuation of the unemployment status, as it has been declared during its initial registration.
The status of unemployed is maintained until the reason for deletion is provided.
In the event that a reason for deletion arises, the registered unemployed person is obliged to declare it in any way to the Service within 8 working days from the receipt of the reason for deletion and in any case before the next renewal of the unemployment card or the issuance of unemployment certificates.
Registered unemployed
The unemployment card of the regularly subsidized unemployed remains valid throughout the duration of their subsidy. After it expires, it will remain valid for one quarter as an unsubsidized unemployment card, as long as the holder is still unemployed.
In the case of a registered unemployed person who has submitted an unemployment subsidy application which is pending, the mandatory declaration of presence is not waived.
Documents of Registered and Subsidized Unemployed
- For the registration and/or the granting of unemployment benefits, the following are required as the case may be:
- Personal Information (Name, Tax ID, Social Security Number, Marital Status, Nationality)
- Details of Permanent Residence/Accommodation
- Details of self-employment
- Details of termination of employment and details of previous employer
- Insurance history and insurance status
- Details of spouse and protected members
- Decision of the IKA Primary Health Committee of Law 2643/1998 or KEPA Opinion of Law 3863/15-7-2010 (Government Gazette 115/t.A΄/15-7-2010) in force by which the disability rate is certified, which must necessarily be 50% and above according to Law 2643/1998 (Government Gazette 220/ 18-9-1998, t.A').
- The above information is ascertained either through an ex officio search by the competent Bodies or by the demonstration or presentation of the relevant supporting documents by the interested party.
- The Service may, during the period of registered unemployment, request from the unemployed any supporting document it deems necessary in order to check his unemployment and verify that the conditions for granting benefits are met.
- The unemployed registered in the Register of the OAED will be informed in writing and signed with the relevant FD of Law 1599/1986 for the purpose of the processing of his personal data, for the legal framework: a) registration, stay and deletion from the Register, b) subsidy , suspension or interruption thereof, as well as his obligation to inform the Service that there is any reason for deleting the card, suspending or stopping the subsidy within 8 working days of the occurrence of the reason and in any case before the next renewal of the unemployment card or the use of this or the issuance of unemployment certificates or the end of the subsidy month.
Registering Unemployed to receive regular unemployment benefit – for other insurance benefits
- Regular unemployment benefit
1.1. The person interested in receiving a regular subsidy due to unemployment must submit an application and make a claim for its grant within 60 days from the day after the dissolution or termination of his employment relationship either:
a) coming in person to the competent KPA2 OAED Service of his place of residence or of his last employment or
b) via the internet using access codes to the Organization's electronic Services, following the issuance of the Unemployment Notice in any way.
1.2. In case of continuation of a suspended subsidy, the application is submitted within two years from the date of recognition of the claim of the original suspended subsidy.
1.3. For the approval of inclusion in the regular unemployment subsidy, it is necessary to verify the fulfillment of the conditions of the current legal framework regarding regular unemployment subsidy through the search for information in paragraph 1 of article 4 hereof, which is obtained either ex officio in any way by the competent authorities bodies or by presenting the supporting documents that cannot be sought ex officio by the interested party. In the case of supporting documents for the collection of which the assistance of the insured is required, these can be presented within a set deadline of 20 days from the day after the relevant notification by the Service and in any case before the lapse of 3 months from it, otherwise their application will be rejected , unless there is an objective impossibility of presenting the missing but necessary supporting document which, however, does not relate to the person of the insured. In the event that supporting documents are submitted after a rejection decision has been issued, after the Service considers the reasons for their late submission to be sufficient, it may revoke this rejection decision.
1.4. The possibility of searching for information in any way from the OAED Service to verify that the regular subsidy conditions have been met continues to exist throughout the duration of the approved subsidy and after its expiry.
1.5. In any case, before submitting his application, the unemployed person will be informed about the purpose of the processing of his personal data, about the legal framework of subsidy, suspension or interruption thereof, as well as about his obligation to come to the Service at predetermined time intervals and to inform her about the subscription reason for suspension or interruption within 8 working days and in any case before the end of the subsidy month. In the case of the electronic application, the confirmation of this information is mandatory and upon its submission, the insured will be assigned a protocol number and information will be provided for the period of time of his first mandatory attendance at the Service in accordance with article 7, while regarding the filling in of the legal framework of subsidy, supporting documents for which the assistance of the insured may be required will be requested in writing from the Service according to par. 1.3 hereof. In the case of submitting an application in person when attending the Service, the insured: a) will receive a copy of his application form, which will include any supporting documents whose presentation is pending and the time period of the first mandatory declaration of presence, during who will also receive the decision on the application, if it has been issued and b) will sign a pre-printed text of the Ministry of Justice of Law 1599/1986, where he will state that he received the copy of his application, that he was aware of the obligation to present the pending supporting documents, for the time period of the first mandatory declaration of presence as well as for one by one the points of the information described in the first paragraph.
Applications for other OAED benefits
Applications for other benefits of the OAED are submitted exclusively electronically via the internet by the interested party using access codes.
Before submitting his online application, the unemployed/employee will be informed about the purpose of the processing of his personal data and about the legal framework of the benefits. Electronic confirmation of this information is a condition for submitting the application.
After the submission of the electronic application for participation, supporting documents for the applications for the other benefits, as determined by the current institutional framework and the relevant circulars, are searched ex officio by the competent Services, when the ex officio search is made possible by the interconnection and interoperability of the OAED OPS with other information systems (EFKA, AADE, IDIKA, Civil Registry, ERGANI, etc.).
Regular Unemployment Benefit Transfer Applications
The insured person, after applying for a subsidy in person or electronically, may request its transfer to another KPA2 service, as long as he is going to live in a residence that is part of its area of competence. The transfer application and the supporting documents of the new residence are submitted either to the KPA2 initial registration Service or to the KPA2 transfer electronically. In the first case, the KPA2 of initial registration must immediately forward the insured's file to the transport KPA2, and the insured must present himself at the transport KPA2 during the first mandatory declaration of presence. The transfer KPA2 is responsible for approving the transfer request and issuing a decision on the regular subsidy request.
KPA2 service for receiving a decision and making presentations
The subsidized unemployed person, after submitting his application, is obliged to come for the first mandatory declaration of presence and to receive the decision on his application at the KPA2 where the application was submitted, unless he has previously been transferred to another KPA2, where he must come for the above. After receiving the decision on his application by which he is entitled to a subsidy, the subsidized person can come to any KPA2 Service of the Organization to declare his presence.
Personal appearance
The unemployed person who has submitted a subsidy application is obliged to appear at the competent Service, within the third month from the date of submission of the application for his subsidy, to declare that he is still unemployed and receive the decision. Upon his attendance, the unemployed person will be informed in writing of the exact dates on which he must attend the KPA2 Services.
The subsidized unemployed person is required to appear in person and declare his presence at the KPA2 Services of the Organization once during the third month of each quarter of his subsidy (henceforth mandatory attendance month).
Procedure for payment of benefits
With the recognition of the subsidy right by the competent Services and after the completion of each subsidy month, the relevant money orders are issued by the competent Regional Directorates as well as the payment orders for the accounting settlement of the expenditure. The monthly allowance is paid accrued to the credit of the individual accounts of the beneficiaries on the last working day of each week to those subsidized unemployed persons whose subsidy month has been completed each time.
The monthly amount that falls in the month of the mandatory presence of the unemployed person in the Service as well as the amounts corresponding to the following months are credited, if the unemployed person fulfills his obligations.
